Mission and Duties
Under the terms of Decree-Law no. 205/2006, of 27 October:
Mission
- The Ministry of Finance and Public Administration, in short MFAP, is the government department whose mission is to define and conduct the financial policy of the state and the Public Administration policies, promoting rational management of public resources, an increase in efficiency and equity and improvements in the systems and procedures of its organisation and management.
Duties
- In the pursuit of its mission, the MFAP shall:
a) Define and control the implementation of state financial policy, paying particular attention to the pursuit of conjunctural stabilisation objectives and economic development, under the framework of the economic policy defined by the Parliament and by the Government and the competent bodies of the European Union;
b) Conceive and implement fiscal policy;
c) Manage the financial instruments of the State, in particular the State Budget, the Exchequer and Heritage;
d) Exercise tutelage of public companies, singly or jointly with the member or members of the government in charge of the respective sector of activity;
e) Exercise the state shareholding function;
f) Coordinate and control the financial activity of the various sub sectors of the administrative public sector, in particular under the framework of the obligations arising from article 104 of the Treaty setting up the European Community and from the Stability and Growth Pact;
g) Exercise financial tutelage on local authorities;
h) Coordinate financial relations between the State and the Autonomous Regions;
i) Coordinate the financial relations of the State with the European Union, other States and international organisations;
j) Exercise controls on external community borders for fiscal and economic purposes;
l) Exercise controls on national territory for the purposes set out in the previous paragraph;
m) Assure the relations of the Government with the Bank of Portugal with regard to the carrying out of monetary policy;
n) Define, coordinate and evaluate the human resources policies in the Civil Service, in particular with regard to the regimes of public employment and professional qualification and development;
o) Define, coordinate and apply policies relative to the Civil Service, in particular in the areas referent to the organisation and management of services, with a view to increasing efficacy and efficiency, the rationalisation of the administrative activity and the promotion of quality in the public sectors;
p) Manage the health subsystem of the Civil Service;
q) Assure complementary social actions for Civil Service employees.
