Carlos Costa Pina (MSc.) has an Honours Degree in Law and a Masters Degree in Legal and Business Sciences from the Lisbon University and is the current Portuguese Secretary of State for Treasury and Finance.
Previously he was a board member of the Portuguese Securities Commission (2000/2005), where he was responsible for very demanding areas such as the supervision and regulation of stock markets, financial intermediation and asset management.
He was also a Legal Adviser in the Cabinets of the Prime-Minister (1999/2000) and the Minister of Finance (1998/1999). These highly responsible posts were of personal confidence and involved responsibility for and co-operation in the elaboration of a wide range of legal projects and diplomas, and monitoring various administrative and legal procedures pertaining to the Minister of Finance’s office. He has also attained a diversified and global experience on finance law matters through his participation in many and varied Working Groups (v.g., Working Groups on Securities Law, Insurance Contract Law and the State Owned Companies Law) some of which he actually co-ordinated (v.g., Working Group on the Revision of the Draft Budget Framework Law).
His achievements also included an intensive activity as a lawyer (1994/1998) and various prestigious invitations, since 1995, as a lecturer in the Lisbon Faculty of Law and some other Portuguese universities, and as a guest speaker and commentator in specialised legal and financial seminars and conferences.
